The Health Research Institute (Instituto de Investigación Sanitaria) of the Hospital Clínico San Carlos (IdISSC) presents its Strategic Plan for the period 2021-2025, which was approved on 29 June 2021 by the Institute’s Governing Council.
The IdISSC Strategic Plan has been designed through a process of consultation and review with the aim of favouring consensus by means of co-creation mechanisms and based on an exhaustive SWOT analysis. The strategic alignment of the actions included in this Strategic Plan 2021-2025 has been sought with those proposed by the ISCIII and the European Union, especially with the Horizon Europe programme. The latter is strongly committed to making science accessible to all and proposes an inclusive scientific process that transfers research results to society. The Open Science model, as a new paradigm, recognises science as a fundamental right, necessary to achieve the Sustainable Development Goals of the United Nations 2030 Agenda. Taking up the torch of this challenge, the IdISSC’s Strategic Plan establishes six strategic lines encompassed in three axes that emanate from five priority objectives.
Optimising funding sources to boost IdISSC’s scientific leadership and innovation capabilities is an essential element to increase productivity and improve competitiveness. The Strategic Plan is articulated through action plans in which the actions to be carried out are developed, with their timetable and monitoring indicators, largely reflecting those required in the new IISCIII accreditation guide.
Over the next five years, the IdISSC will address various projects focused on prioritising excellent R&D&I and increasing its visibility and impact, making it more flexible and fostering the incorporation of talent, promoting multidisciplinary scientific collaboration, improving the raising of resources and deepening its commitment to society, among other projects.
To promote the IdISSC’s lines of reference research, fostering communication and relations between researchers to strengthen synergies and consolidate the Strategic Research Programmes for the development of cross-cutting projects.

Impact on Society
Within the framework of the previous Strategic Plan, and specifically within the Cooperative Science Plan, the figure of the Strategic Research Programmes was approved and will remain in force for the period 2021-2025. These programmes aim to integrate multidisciplinary teams, which promote the development of projects at the frontier of knowledge oriented to achieve improvements in health care practice.
